Who we are

Open Government Products is an in-house team of engineers, designers, product managers, and policy professionals building technology for the public good. We sit inside the Singapore Government but operate like a startup — flat hierarchy, open source by default, focused on delivery. We work on real problems, build for the user, and push for change.

About the role

You will lead policy for OGP's HealthTech Division, driving system-level outcomes across Singapore's public health sector. You will start as an individual contributor and may grow into building and managing a policy team over time. The role sits between MOH, HSA, AIC, and the healthcare clusters on one side, and OGP's product, engineering, design, and operations teams on the other — using policy as a tool to unblock delivery and shape long-term system change.

What you will do

  • Set the policy direction for HealthTech

    • Identify system-level opportunities for policy intervention and align them with national health priorities

    • Develop new and amended frameworks where current policy blocks innovation or weakens patient outcomes

    • Track global digital health trends, clinical evidence, and regulatory shifts to inform organisational priorities

  • Unblock product delivery across the division

    • Secure access to healthcare agencies and institutions for OGP product teams

    • Resolve regulatory and clinical governance constraints holding back specific products

    • Ensure product roadmaps collectively address the most important national healthcare problems

  • Build and maintain senior stakeholder relationships

    • Establish trusted partnerships with senior leaders across MOH, HSA, AIC, and the healthcare clusters

    • Represent OGP's HealthTech work in cross-agency forums and senior government engagements

    • Surface policy issues raised through these relationships back into OGP's product and policy work

What we are looking for

  • 7–10 years of policy experience

    • Public healthcare experience strongly preferred — e.g. health policy, healthcare financing, clinical governance, HTA, healthcare delivery, or community care

    • Demonstrated influence with senior leaders across the public health ecosystem

  • A track record of delivering through cross-functional teams

    • Comfortable working alongside engineers, designers, product managers, and operators

    • Able to translate between strategic intent and what teams need to ship

  • Strategic thinking paired with hands-on execution

    • Apply systems thinking and first-principles reasoning to entrenched healthcare problems

    • Use data, including product and user behaviour signals, to set priorities and allocate resources

    • Communicate complex policy and technical trade-offs persuasively, especially to senior audiences

Good to have

  • Experience leading policy teams or major cross-organisational initiatives

  • Direct exposure to digital health products, health data systems, or clinical workflows

Projects we have worked on include:

  • Parking.sg — A mobile app alternative to parking coupons. It lets users pay, extend, and refund their parking sessions just using their phones.

  • FormSG — A form builder tool for agencies to self-service and create online forms that capture classified data, with the goal of replacing paper forms.

  • RedeemSG — RedeemSG helps the Singapore Government to create, send and track redemptions of digital vouchers (CDC, Climate) easily.
