About the Role
This role sits on the team building Singapore's trusted government communications platform. Government agencies send large volumes of official long-form communications to citizens every year including enforcement notices, policy letters, licensing decisions.
As government impersonation scams grow more sophisticated, the platform needs to do more than digitise existing workflows. We need to make legitimate government communications hard to fake, and give citizens a straightforward way to tell the difference. The product direction is still being shaped — this role requires someone who can lead through ambiguity, not someone who needs a fixed brief to get moving.
The work spans two distinct surfaces: the officer-facing tools that agencies use to create and send official communications, and the citizen-facing experience that determines whether recipients can recognise, trust, and act on what they receive.
This is a hybrid role. The majority of your time is hands-on design work, leading discovery, shaping the product, and maintaining a high standard of craft. You would also manage & mentor one or two designers working in a similar domain, supporting their development and ensuring the quality of their output.
Responsibilities
Lead discovery in an uncharted space. Shape the product direction by running research with both government officers and citizens, synthesise findings into clear design direction, and use that to drive decisions.
Design against impersonation, not just for authenticity. The standard here is higher than making something look official. You need to ask: could a scammer replicate this? If yes, how does the legitimate version become harder to fake? Authenticity must be embedded in the design itself.
Design across both surfaces. The officer-facing side needs to make it easy to produce communications that meet a high standard of government quality. The citizen-facing side needs to make it easy to recognise and trust what they receive. Both surfaces matter, and they need to be coherent with each other.
Hold the design thread across multiple agencies. Letters involves working with agencies including LTA, SPF, MHA, and Ministry of Law, each with different needs and priorities. You need to navigate that stakeholder complexity without losing design coherence.
Prototype early and test often. We prioritise learning over deliberation. Get ideas in front of users quickly, identify problems early, and iterate.
Manage and develop designers. You may be required to manage one or two designers in a similar domain, providing direction, critique, and support for their growth.
Minimum Qualifications
8+ years of experience in digital product design
Some prior experience managing, mentoring, and coaching designers
A portfolio demonstrating strong craft, clear design reasoning, and experience shipping complex products
Hands-on experience leading research in ambiguous problem spaces and using findings to shape product direction — not just validate existing ideas
Experience working on 0-to-1 products or building a design practice in an early-stage team
High proficiency in Figma
Preferred Qualifications
Experience designing for trust, security, or fraud prevention contexts
Active use of AI tools within your design process, whether for prototyping, research synthesis, or shipping improvements directly to production
Familiarity with HTML, CSS, or front-end development concepts
Experience working across multiple stakeholders with competing priorities
Prior exposure to government services or regulated industries

Covid-19 Vaccination National Appointment System - A suite of systems built to enable Singapore's national vaccination campaign for Covid-19. This includes informational sites, appointment booking systems, and records management systems
Data.gov.sg - An open repository of all the Singapore Government's public data. It helps people understand the data using visualisations and articles, and provides real-time APIs for developers to use
Parking.sg - A mobile app alternative to parking coupons. It lets users pay, extend, and refund their parking sessions just using their phones
FormSG - A form builder tool for agencies to self-service and create online forms that capture classified data, with the goal of replacing paper forms
Isomer - Isomer provides government agencies with an easy-to-deploy static website building and hosting service to create usable, secure and faster informational websites quickly
RedeemSG - RedeemSG helps the Singapore Government to create, send and track redemptions of digital vouchers easily
PaySG - PaySG was developed to enable digital payments for government services, and was initially used for payments for COVID-19 swab tests and Stay-Home Notices for incoming travellers to Singapore
