Open Government Products (OGP) operates like a startup within the government; We are a fast-paced, dynamic team of engineers, designers, and product managers dedicated to public good. We autonomously identify opportunities to solve public problems using tech, rapidly prototype, and launch solutions—from citizen apps to automating public agency operations. Embracing an open-sourced and flat hierarchy, we cut through bureaucracy to focus on real-world, user-centric innovations that drive change.

About the role

We are looking for a People Partner who cares deeply about building better organisations — someone who sees problems and moves to fix them, who brings structure to ambiguity, and who’s excited to shape systems, culture, and mindsets that help people do their best work.

As a People Partner at OGP, you will be embedded within 1-2 functions (e.g., Engineering, Design). You will be their strategic advisor, operational support, and trusted thought partner to function leads, people managers, and employees. At the same time, you’ll also own and drive People team initiatives across the organisation — ranging from performance and feedback to hiring and onboarding — to improve how OGP operates and grows.

At the heart of it, the People team’s shared objective is to make the OGP more accountable through us and the rest of the Corporate teams. This means taking ownership of the systems, structures, and culture that allow people to do their best work — not just as internal service providers, but as drivers of clarity, consistency, and credibility across the organisation. Here are a few examples of what we aim to do:

  • Strengthen performance systems (e.g., feedback, recognition, rewards)

  • Identify intervention points to reinforce organisational health

  • Build reliable, scalable internal systems

  • Deliver timely, data-backed insights and solutions

What you will do

  1. Partner with functions

    • Serve as the dedicated People Partner for 1-2 functions (e.g., Corporate, Design, Engineering, Operations, Policy & Transformation, Product)

    • Support managers in building effective teams, giving feedback, resolving issues, and making decisions

    • Be a sounding board and advocate for employees navigating their development, growth, or concerns

    • Translate organisational policies and principles into fit-for-purpose practices in your function(s)

  2. Drive People team projects

    • Take ownership of key portfolios within the People team (e.g., onboarding, internal communication, employee experience, compensation)

    • Lead initiatives from strategy through execution: setting direction, aligning stakeholders, implementing tools/process, and measuring impact

    • Proactively identify areas where structure, clarity, or change is needed, then do the work to make it happen — you don’t wait for direction or permission; you define the problem, chart the course, and bring others along

You’re the right person we’re looking for if

  • You see something broken and step in to fix it — not because you were asked to, but because you care

  • You lean in and thrive in ambiguity by making sense of it — you don’t ask what the problem is; you define it then drive the solution

  • You are a structured and first-principles thinker who brings clarity to ambiguity

  • You influence without formal authority, know how to get buy-in, and can bring people along towards a shared direction

  • You are driven to learn and apply on the go, even if you don’t know everything at the beginning

We’d love if you have (but if you don’t, we’ll be happy to develop you)

  • Experience in org design, strategy/ops, consulting, or People/Chief of Staff–like roles

  • Track record of driving cultural or structural change in complex, scaling environments

  • Confidence navigating sensitive conversations and accountability for your outcomes

  • Empathy, credibility, and a constructive approach to disagreement and alignment

  • A good understanding of Singapore’s public sector context

Projects we have worked on include:

  • Covid-19 Vaccination National Appointment System - A suite of systems built to enable Singapore's national vaccination campaign for Covid-19. This includes informational sites, appointment booking systems, and records management systems.

  • Data.gov.sg - An open repository of all the Singapore Government's public data. It helps people understand the data using visualisations and articles, and provides real-time APIs for developers to use.

  • Parking.sg - A mobile app alternative to parking coupons. It lets users pay, extend, and refund their parking sessions just using their phones.

  • FormSG - A form builder tool for agencies to self-service and create online forms that capture classified data, with the goal of replacing paper forms.

  • Isomer - Isomer provides government agencies with an easy-to-deploy static website building and hosting service to create usable, secure and faster informational websites quickly.

  • RedeemSG - RedeemSG helps the Singapore Government to create, send and track redemptions of digital vouchers easily.

  • PaySG - PaySG was developed to enable digital payments for government services, and was initially used for payments for COVID-19 swab tests and Stay-Home Notices for incoming travellers to Singapore.
