About the Role
This role sits across two HealthTech products. Referral Exchange digitises healthcare referrals across providers as part of the National Referrals Programme led by MOH. It guides staff through referral creation, handles routing and tracking across healthcare providers, and is expanding across existing healthcare IT systems. The Health Appointment System (HAS) is the national booking system for preventive care across 1000+ CHAS GP clinics, where citizens check eligibility, see subsidy costs upfront, and book vaccinations and screenings.
You would own both problem spaces end to end. The design work spans officer-facing tools where referral accuracy and information density are critical, citizen-facing flows where complex subsidy logic needs to feel simple, and the service design underneath both: understanding how services work across multiple providers before you design the interfaces that support them.
Responsibilities
Own complex problem spaces end to end.
You will lead the design of products that span multiple agencies, user types, and policy dependencies. This means understanding how services work before designing the interfaces that support them.
Create clarity from ambiguous, conflicting inputs.
Different stakeholders use different terminology and have different priorities. You will synthesise these into shared models that the team can design and build from.
Design for users working under operational pressure.
Many of our users are scanning dense case lists and dashboards to make quick decisions. You will need to balance information density with clarity.
Design citizen-facing experiences that simplify complex logic.
On HAS, eligibility rules and subsidy structures need to feel simple to the person booking an appointment, regardless of the complexity underneath.
Build relationships that make adoption possible.
Healthcare environments are cautious about new tools. You will invest in stakeholder trust early and consistently.
Prototype early and test often.
Get ideas in front of healthcare staff, GPs, service providers, and citizens quickly.
Minimum Qualifications
At least 6 years experience in designing in a product-focused setting.
A portfolio demonstrating strong craft, clear design reasoning, and experience shipping complex products in multi-stakeholder environments.
Hands-on experience running user research and translating findings into product decisions.
Experience designing information-dense interfaces (dashboards, case management tools, operational views) for users working under time pressure.
Experience navigating conflicting requirements across teams or organisations and creating shared clarity.
High proficiency in Figma.
Preferred Qualifications
Experience working across multiple institutional stakeholders with competing priorities.
Experience designing both citizen-facing and officer-facing surfaces within the same product ecosystem.
Experience with service design: mapping end-to-end workflows, identifying handovers between actors, and designing for multi-actor systems.
Active use of modern prototyping tools (Lovable, Cursor, or similar) to bring ideas to life earlier.
Familiarity with front-end development concepts.
Prior exposure to healthcare operations, community care, or public health systems.

Bright - Bright is a referral platform for intermediate to long-term care services. Healthcare workers and coordinators can find, refer, and track clients to ILTC services such as nursing homes and daycare centres, while service providers manage their referrals and availabilities.
Care360 - Care360 is a patient management system that helps Medical Social Workers manage their patients' financial and psychosocial care, reducing manual work and providing access to holistic data across institutions.

Social360 - Social360 is a practitioner-centric case management system designed to maximise social workers' time with clients by streamlining key tasks and removing administrative overhead.
