Who we are
Open Government Products (OGP) is a team of engineers, designers, and product managers who build technology for the public good. We proactively identify areas where technology can help, test our prototypes with actual users, and bring our best ones to launch. This includes everything from building better frontend applications for citizens, to automating the internal operations of public agencies. We use and release open source software, keep a flat hierarchy, and bypass bureaucracy to focus on delivery. Our end goal is that through our work, Singapore becomes a model of how governments can use technology to improve the public good. What You’ll Do:
As a Senior Product Manager at Open Government Products (OGP), you will work on products across different stages of maturity — from early, exploratory ideas to large-scale national platforms used by millions. This could include new initiatives with emerging potential or mature products such as ParkingSG and Pair, which require thoughtful evolution and long-term stewardship.
Regardless of where you’re deployed, as a Senior Product Manager you will:
Own the vision and roadmap
Shape the long-term direction of your product — whether validating a new opportunity or strengthening a platform already embedded in Singapore’s digital infrastructure. Work closely with agency partners to define success, align on outcomes, and use technology to deliver meaningful public impact. You will also have opportunities to validate new products and assess their potential to scale across government.
Turn ideas into impact
Identify the real problems beneath the brief. For early-stage products, you’ll explore, prototype, and validate quickly. For mature products, you’ll refine user journeys, simplify operations, and scale what works. In both cases, your goal is to deliver improvements that citizens and frontline officers feel immediately.
Build Alignment
Work across policy, operations, engineering, and senior agency leadership. Bring clarity to complex, multi-stakeholder environments so that user needs, agency priorities, and technical constraints line up — even when the environment is ambiguous.
Shape the product culture
You’ll help teams adopt strong product thinking, whether it’s defining real problems, pushing for evidence-based decisions, or raising the bar on user experience, reliability, and impact.
We need someone who can:
Improve products that serve the public, whether they’re new or already nationwide From exploring early ideas to refining mature platforms like ParkingSG, Pair, or ActiveSG, you can simplify citizen journeys, strengthen operations, and make digital services feel effortless.
Adapt to different products and domains. Be seasoned enough to move across diverse problem spaces — from sports, transport, loyalty, and payments to emerging exploratory ideas — while still bringing strong product judgment, user empathy, and execution discipline to each.
Show strong initiative in figuring out how to get things done. You should be able to chart a path from early exploration to pilot, and eventually to scaling the product beyond its initial stage.
Communicate and champion the product vision. Help stakeholders and agencies understand the “why” behind the work, build alignment around shared outcomes, and influence decisions so the product can move forward meaningfully.
Work with agencies to deliver shared outcomes Align on vision, roadmap, and success metrics — whether defining a new problem from scratch or evolving a system used by millions. Balance policy goals, operational realities, and product principles without losing clarity.
Navigate complexity and get things done. Build trust, form alliances, and explore creative ways to navigate government systems without losing momentum.
Be hands-on with product, design, and engineering. Collaborate closely with the team to turn ideas into real, reliable products that serve millions of Singaporeans. You should also be a strong self-starter who can build your own prototypes and drive progress even when team members are not yet in place.
You will likely be someone like that has:
5–8+ years of product management or equivalent experience (founder, consultant, design/eng hybrid, growth, etc.)
Experience building, launching and improving consumer-facing products (consumer products), where user journeys, usability, and end-to-end experience quality are critical.
Experience stewarding mature platforms with high traffic, reliability expectations, and long-term evolution.
Experience building or validating early-stage ideas, especially in environments that require scrappy prototyping.
Comfortable working with ambiguity, and takes an active approach towards problem solving
We don’t require public-sector experience — but strong candidates can quickly understand policy + ops constraints.
Working at OGP
Working for Public Good
We care about creating real impact. For Product Managers, this means tackling problems that affect millions of Singaporeans and setting the benchmark for how government products should work. We build what’s best-in-class, then share our methods so other agencies can do the same.
Rapid Prototyping
We don’t build mega-projects or get stuck in red tape. Instead of long debates, we test ideas early and learn fast. We stay clear on outcomes, seek feedback, prototype quickly, and scale what works.
Ownership
We don’t maintain the status quo, we fix what’s broken. Everyone is empowered to take ownership, solve problems, and see things through, regardless of their job title or role.
Growth Mindset
We believe everything can improve. We try new things, learn from mistakes, and reinvent what already works to make it even better. Growth here means embracing curiosity, courage, and a commitment to continuous learning.
Projects we have worked on include:
Covid-19 Vaccination National Appointment System - A suite of systems built to enable Singapore's national vaccination campaign for Covid-19. This includes informational sites, appointment booking systems, and records management systems.
Data.gov.sg - An open repository of all the Singapore Government's public data. It helps people understand the data using visualisations and articles, and provides real-time APIs for developers to use.
Parking.sg - A mobile app alternative to parking coupons. It lets users pay, extend, and refund their parking sessions just using their phones.
FormSG - A form builder tool for agencies to self-service and create online forms that capture classified data, with the goal of replacing paper forms.
Isomer - Isomer provides government agencies with an easy-to-deploy static website building and hosting service to create usable, secure and faster informational websites quickly.
RedeemSG - RedeemSG helps the Singapore Government to create, send and track redemptions of digital vouchers easily.
PaySG - PaySG was developed to enable digital payments for government services, and was initially used for payments for COVID-19 swab tests and Stay-Home Notices for incoming travellers to Singapore.
